U.S. City Issues IDs To Illegal Immigrants

New Haven, CT is the first city in the nation to offer ID cards to illegal immigrants, thus granting them privileges such as library cards and bank accounts. What do you think?

I am surprised that this idea is working; while it facially proves beneficial for them, my experience in dealing with illegal immigrants (mainly migrant farmworkers) has been that they shy away from authorities or anyone who appears to have authority for fear of being deported.
